Russian import restrictions for devices with encryption features

From 1 January this year, the Federal Security Service of the Russian Federation (FSB) has implemented new requirements for electronic equipment with ‘cryptographic facilities’.

From 1 January this year, the Federal Security Service of the Russian Federation (FSB) has implemented new requirements for electronic equipment with ‘cryptographic facilities’.

This regulation may apply to consumer related products, such as PCs, mobile phones, and other equipment for communication and/or data processing. The Russian customs service will hereafter check that the importer of such equipment has a required “notification” (license) issued by the “Center for the Licensing, Certification and Protection of State Secrets of Russia” (LMTP Center of FSB, ref. http://www.tsouz.ru/db/entr/Pages/polog219.aspx), which has to be arranged by the Russian importer. For products without encryption function, apparently the customs may accept a manufacturer declaration (in Russian) as registered and endorsed by the GOST-R certification body, as Nemko’s partner CERTINFO in Moscow.
