New Wireless Regulations in Vietnam starting in 2021

A recent announcement was issued by Vietnam’s Ministry of Information and Communications (MIC) concerning three new National Technical Regulations for wireless products.

The following requirements will be implemented in Vietnam starting on July 1^st, 2021:

1. Circular 34/2020/TT-BTTTT and QCVN 74:2020/BTTTT (for 1GHz ~ 40GHz SRD).
   1. Technical requirements between QCVN 74:2020/BTTTT and ETSI EN 300 440 V2.2.1(2018-07) are equivalent, CE test reports issued by MRA approved labs may be still acceptable for Type Approval application depending on certification body’s opinion.
   2. SRD for non-specific application using 5725 ~ 5850 MHz bands will be within scope of this new regulation. However, 5725 ~ 5850 MHz Wi-Fi products are still under scope of the QCVN 65.
   3. Test report to existing version QCVN 74:2013/BTTTT will not be accepted for type approval certification. Manufacturers will need to re-test according to QCVN 74:2020/BTTTT version.
   4. Type Approval certificate under QCVN 74:2013/BTTTT will need to be renewed or update to QCVN 74:2020/BTTTT to maintain validity for importation.
2. Circular 35/2020/TT-BTTTT and QCVN 54:2020/BTTTT (for 2.4GHz)
   1. Technical requirement and limits are different from EN 300 328 V2.2.2 (2019-07), therefore, CE test reports issued by MRA approved labs may not be accepted. Testing should be performed according to QCVN 54:2020/BTTTT and not EN 300 328 V2.2.2 (2019-07).
   2. New QCVN 54:2020/BTTTT replaces existing QCVN 54:2011/BTTTT and QCVN 47:2015/BTTTT for WIFI products having Tx power over 100mW EIRP but equal or less than 200mW EIRP.
   3. All test report to existing version QCVN 54:2011/BTTTT will not be accepted for type approval certification. Manufacturers will need to re-test according to QCVN 54:2020/BTTTT version.
   4. Type Approval certificate under QCVN 74:2013/BTTTT will need to be renewed or update to QCVN 74:2020/BTTTT to maintain validity for importation.
3. Circular 38/2020/TT-BTTTT and QCVN 112:2020/BTTTT (for LPWAN and LoRa)
   1. New technical regulation for LPWAN / LoRa wireless products. However, this does not apply to LPWAN products using IMT licensed frequencies bands.
