Morocco’s ANRT Introduces Updated Labeling and SAR Requirements for Telecom Devices

On February 27, 2025, Morocco's National Agency for Telecommunications Regulation (ANRT) released Decision Agreement 16-24, updating the labeling and Specific Absorption Rate (SAR) requirements for terminal and radioelectric devices. These changes aim to enhance consumer protection and ensure greater transparency in the telecommunications sector.
The new rules are set to be enforced starting on May 1, 2025.
This update is part of a broader effort to align Morocco's regulatory standards with international best practices, focusing on improving the safety and communication of technical information to consumers. The SAR requirement is especially important for mobile devices, where exposure to electromagnetic fields must be managed and communicated clearly.
Key Changes
- Updated Labeling Requirements: Manufacturers will be required to display SAR values on their products, user manuals, packaging, or electronic labels.
- Specific SAR Values: The SAR values must be visible on mobile phones, smartphones, tablets, smartwatches, routers, laptops, and other devices that communicate via SIM, eSIM, or Wi-Fi.
The following products will be impacted by the updated regulations:
- Mobile phones and smartphones
- Tablets with SIM, eSIM, or Wi-Fi
- Smartwatches with SIM or eSIM
- Routers and modems
- Walkie-talkies
- Laptops with SIM, eSIM, or Wi-Fi
- DECT and cordless phones
To comply with the new regulations, manufacturers must update their product labels to clearly display the SAR values. The official ANRT approval tag must be distinct from other markings to avoid confusion and prevent misleading labeling practices in the market.
To accommodate various product designs and technical limitations, the regulation allows alternative marking methods. If direct labeling on the equipment is not feasible, manufacturers can place the required label in at least one of the following formats:
- In the user manual or accompanying documentation
- On the product packaging
- Via an electronic label, where applicable
Manufacturers are advised to review their product labels and update them with the necessary SAR information in compliance with the new regulations. Failure to comply with the updated labeling and SAR requirements could lead to severe consequences, including product removal from the market and hefty fines for manufacturers.
