Update: Mandatory Certification Postponed for Telecom Products in India

- Mandatory certification in India postponed for some telecom products
Under the MTCTE scheme in India for Mandatory Testing and Certification of Telecom
Equipment, 44 products are listed as part of the Phases III and IV. However, the date for mandatory certification has for 12 types of products been extended by three months, i.e. from 1 January to1 April this year. 

Amongst the totally 12 product types are: 
•    Base Stations and Repeaters for cellular network (Phase-III)
•    Smart Electricity Meters (Phase-III)
•    HF Radios and VHF UHF Radio System Equipment (Phase-IV)
•    LAN Switches and Routers (Phase-IV)
•    IP Security Equipment (Phase-IV)
•    Satellite Communication Equipment (Phase-IV)
The earlier given date of 1 January this year was unchanged for the other 32 types of products in the Phases III and IV.

Also, for the following 8 types of products, a 3 months extension has been granted (i.e. until 31 March this year) for the last date of accepting test reports from laboratories in countries sharing border with India, provided the laboratories are accredited by signatories of the International Laboratory Accreditation Cooperation (ILAC).

•    Compact Cellular Networks (Phase-I, II)
•    SIM (Phase-IV)
•    HF Radios (Phase-IV)
•    VHF UHF Radio System Equipment (Phase-IV)
•    Radio Broadcast Receivers RBR (Phase-IV)
•    Satellite Communication Equipment (Phase-IV)

- Re-categorization of notified products and reduction of fee 
According to a Notification by TEC, some products under the mandatory MTCTE scheme have been re-categorized. Now only 11 product types are under the General Certification Scheme (GCS category), while 49 product types remain under the Simplified Certification Scheme (SCS category). 
Apparently, the Indian government is aiming to further promote ease of doing business. 
The only difference between SCS and GCS is actually related to the evaluation of the test reports. 
In the case of SCS, manufacturers need still to submit the test reports from a TEC-designated lab, but TEC will not evaluate all the reports and limit their reviews to random cases. So, for manufacturers, it means time-saving and also less cost.
