    Malawi: MACRA Updates Type Approval Requirements

    The Malawi Communications Regulatory Authority (MACRA) has announced plans to roll out the 2023 Communications (Electronic Equipment) (Type Approval) Regulations. These new rules aim to set up clear guidelines for approving electronic equipment in Malawi, including stricter labeling requirements for type-approved devices.

    On October 25, 2024, MACRA shared a draft of the Type Approval License Conditions for public feedback. The draft outlines that all approved devices must display a certification label with MACRA's mark, the device model, and an approval ID. Labels must follow specific color and design guidelines to ensure they’re visible and secure.

    The expected implementation date of the regulation is set for December 1, 2024.

    The specifications of this notice are as follows:

    • Required Labeling: All approved equipment must have a clear label showing it complies with MACRA’s standards. This label guarantees that the equipment meets necessary technical and safety requirements.
    • Dealership Registration: Importers, distributors, and suppliers of electronic equipment must get a Dealership Registration Certificate from MACRA to legally sell these products. This ensures only authorized dealers participate in the market.
    • Identification Label Placement: The grantee must attach an official identification label from MACRA to any approved equipment model that matches the tested sample.
    • This label should include:
      • The Authority’s logo
      • The equipment model
      • A unique Type Approval ID code
    • The label’s design must follow these guidelines:
      • Match the Authority’s logo colors
      • Blend text with the background using specified color codes
      • Use the font and size specified
      • Make the word “MACRA” and Type Approval ID clearly visible, with "MACRA" sized for prominence
    • The Type Approval ID format should read: MLW/MACRA/TA/YYYY/XXXX, representing Malawi/MACRA/Type Approval/Year/Certificate Number.

    • The approved equipment must:
      • Operate within the assigned frequency bands according to Radio Regulations
      • Avoid causing harmful interference to other radio services in its area
      • Stay within safe radiation exposure limits
      • Not exceed the maximum allowed power output (ERP) as verified in testing
      • Be used only for the approved purpose

    MACRA will conduct thorough market surveillance on type approved equipment to ensure ongoing adherence to regulatory standards. This continuous oversight is crucial for maintaining the safety and integrity of the communication network.
