The Chinese authorities have by a Notice No.31-2022 announced significant changes to the catalogues and procedures for both (1) the mandatory CCC certification, (2) the Network Access License (NAL) and (3) the SRRC type approval system for radio transmission equipment.
Regarding 1 (CCC) there are 9 types of products no longer subject to certification, e.g.:
Two additional types of products have become subject to the compulsory certification:
The certification procedures are being adjusted and optimized by making the timing and frequency of factory inspection dependent on certain factors, including national supervision and random inspection of product quality.
Regarding 2 (NAL), there are 11 types of products no longer subject to NAL, e.g.:
Two additional types of products have become subject to NAL:
The NAL process is being reformed and improved, e.g. by the validity period of the access trial approval extended from 1 year to 2 years.
Regarding 3 (SRRC), the type approval system for radio equipment is being optimized, amongst other by reducing the final review and approval time to 15 working days, For product categories having currently less than 2 years validity period for the Type Approval Certificate, this will now be extended.
Furthermore, self-inspection and ‘self-certification’ of electronic and electrical products will be promoted. For a start, a group of manufacturers for telecom equipment, radio transmission equipment, information technology equipment and household appliances with complete conditions and good quality management level and credit, will within this year be identified to carry out pilot projects with self-inspection and ‘self-certification’, by use of own test reports.
