Belarus has announced the reinstatement of mandatory energy efficiency certification requirements for certain household appliances and lamps starting January 3, 2025. These changes aim to ensure compliance with national energy efficiency standards until the Eurasian Economic Union (EAEU) technical regulations come into effect in September 2025.
The Belarusian Council of Ministers issued Resolution No. 708 on September 26, 2024, outlining the affected products and compliance requirements. Under the updated regulations, manufacturers and importers must secure certificates of conformity to continue selling their products in the Belarusian market.
The details of this update include:
Affected Products:
- Household refrigeration appliances: Including refrigerators, freezers, and their combinations.
- Electric ovens and hobs: Integrated models, except for portable ones or those without adjustable thermostats.
- Washing machines: All types.
- Non-directional lamps: Incandescent, fluorescent, and LED lamps.
Compliance Requirements:
- Mandatory certification: All listed products must meet energy efficiency standards and obtain a certificate of conformity.
- Labeling and documentation: Certified products must carry appropriate documentation to prove compliance during distribution and sale.
Key Compliance Dates:
- Mandatory Certification: January 3, 2025.
- EAEU Technical Regulations: September 1, 2025 (EAEU TR 048/2019).
Products that fail to meet certification requirements may face market withdrawal, preventing their sale in Belarus.
Products not listed under the mandatory certification—such as air conditioners, dishwashers, and televisions—can still obtain voluntary certification. This option allows manufacturers to demonstrate energy efficiency compliance without legal obligation.
