EAEU Energy Regulation Delayed to 2025: Key Points to Know

UPDATE as of June 1st, 2022

Earlier this year, the Eurasian Economic Union (EAEU), the international economic union and free trade zone made up of five member countries.

EAEU announced its new energy requirement and energy label will be postponed until 2025 to ensure a smooth transition. This Technical Regulation, which will approve the requirements for the energy efficiency of energy-consuming devices under TR EAEU 048/2019, will now be implemented as of September 1, 2025.

Changes to Note

Until September 2025, the manufacturers will need to follow each EAEU member country’s local energy efficiency requirements and have their products certified accordingly. As of September 1, 2025, an EAC certificate and enough evidence that the product follows the Technical Regulation will be required for these relevant manufacturers and importers within the EAEU moving forward. Failure to do so could result in the products being withdrawn from the market, and additional fines could be issued.

About this Technical Regulation’s Requirements & Background

This mandatory requirement will affect companies in Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia who manufacture the following listed in Annex 1:

• Air conditioners and electric fans
• Asynchronous electric motors and external power supplies
• Circulation and water pumps
• Computers and servers
• Directional and electric lamps, LEDs, and related equipment
• Televisions and consoles
• Residential dishwashers, washing machines, and tumble dryers
• Refrigeration appliances
• Household and office electrical equipment
• Fluorescent lamps without integrated ballast, high-intensity discharge lamps, and parts that operate such lamps
• Vacuum cleaners

In addition to submitting the proper technical documentation, reporting, user manuals, and technical sheets, manufacturers must also include the indication of the energy class in Russian, which is calculated according to this new regulation. The exact layout for this energy label will be defined by the EAEU in the coming months.

Products must be tested according to the requirements laid out in EAEU TR 048/2019. However, an EAC Declaration of Conformity is mandatory in many cases, however the certification will remain a voluntary option for most — with the exception of:

• Electric lamps
• Fluorescent lamps without integrated ballast, high-intensity discharge lamps, and parts that operate such lamps
• Directional lamps, LEDs, and related equipment
• Computers and computer servers

Manufacturers who fail to adhere to these Technical Requirements will be forced to withdraw their products from the market until they are able to prove compliance.

TR EAEU 048/2019 will replace other, current national requirements upon implementation.
