Compulsory Chinese certification of power supply equipment for electrical vehicles

The Chinese State Administration for Market Regulation (SAMR) did last December announce “Implementation of Compulsory Product Certification Management for Electric Vehicle (EV) Power Supply Equipment”.
It entails that already from 1 March this year, designated certification bodies could begin to accept CCC certification application for such equipment and that from 1 August next year (2026), such equipment without CCC certification and which do not bear the CCC-mark, will no longer be permitted in China for manufacturing, sales, import, or use in business activities
The product scope and definitions are provided in attachments to the notice. The scope separates between power supply equipment that are AC and DC with rated output voltage less/equal to respectively 1000 V AC / 1500 V DC and equipment that are fixed / non-fixed. The applicable Chinese testing standards are GB 39752 and GB 44263.
In the meantime, has the National Certification Accreditation Administration (CNCA), announced the "Decision to designate mandatory product certification implementation agency", in which 5 certification bodies and 20 testing labs obtained accreditation for such equipment.
A pre-condition for the certification bodies was to formulate their certification implementation rules and file those with the Certification and Supervision Department of the SAMR before any certification work. Also, both the designated certification bodies and laboratories should actively adopt existing conformity assessment results, reduce the burden on enterprises, and facilitate enterprises to obtain certification, on the premise that certification risks are controllable, and certification quality is guaranteed.
One simplification is that existing testing results for the former voluntary CQC certification of EV power charging devices are accepted for the compulsory CCC certification.
